Roofing Materials Guide — Raleigh, NC

For a Raleigh or Triangle roof the real choice is architectural asphalt shingles, standing-seam metal, or a low-slope system where the pitch falls under the shingle minimum. North Carolina builds to the 2018 NC State Building Code, and inland Piedmont design winds sit far below the coast’s — so the rating that matters is the shingle’s ASTM D7158 or D3161 class, and drip edge is required here only where your shingle manufacturer’s instructions require it.

The short version:

  • Architectural asphalt is the default: ASTM D3462 shingles, premium lines labeled D3161 Class F and D7158 Class H.
  • Standing-seam metal buys a longer service life and a fastening system that moves with the panel.
  • Slope settles the argument. Asphalt shingles need 2:12 or steeper, and 2:12 to 4:12 adds double-coverage underlayment; under that, it is a low-slope system.
  • Read the label. Wind performance is an ASTM class on the bundle, and the code accepts either standard.
  • Drip edge is required only where your selected shingle manufacturer’s instructions require it.

1. What North Carolina’s code actually requires of a roof

North Carolina enforces the 2018 NC State Building Code and 2018 NC Residential Code. The 2024 edition takes effect twelve months after the State Fire Marshal certifies the statutory conditions; no calendar date has been published. A contractor claiming the 2021 IRC governs North Carolina is using the wrong code baseline.

Asphalt shingles need 2:12 or steeper; 2:12 to 4:12 adds double-coverage underlayment, because a shallow roof drains slowly. They must also be labeled to IRC R905.2.4.1, which accepts ASTM D3161 or the D7158 classification.

The drip-edge amendment is an NC change, not the model code

The NC Building Code Council’s amendment to the 2018 NC Residential Code reads: “R905.2.8.5 Drip Edge. Deleted. Not required unless required by the roof covering manufacturer installation instructions.” Source: NC OSFM, 2018 NC State Residential Code Amendments, December 2017 through March 2023. The model IRC still requires it at eaves and rakes.

  • The ice barrier does not apply here. IRC R905.1.2’s self-adhering eave membrane is for ice-dam regions: NC’s mountain Zones 5 and 6.
  • 15% is the structural line. R908.3, effective January 1, 2022, defines roof replacement as removal down to the deck, with up to 15% of the deck replaced not counted as structural work. The 25 percent figure is an administrative convention, not a statewide threshold.

2. Wind: what the Piedmont actually asks of a roof

Inland Piedmont design winds sit far below the coast’s, which is why inland and high-wind fastening patterns differ. The standard asphalt pattern is four nails per shingle on the nail line; high-wind coastal zones call for six, and steep-slope or high-wind applications add hand-sealing of the tabs with ASTM D4586 roof cement.

Wind speed is only half of uplift; the code also classifies terrain: Exposure B is urban, suburban and wooded ground with closely spaced obstructions — a tree-screened lot in Cary or Wake Forest, for example; Exposure C is open terrain. Exposure is classified for the specific site, not the town: two houses on one map can sit in different exposures, and the cleared lot takes more uplift.

3. Reading a shingle’s wind rating without being misled

Shingle marketing is full of big mph numbers from two laboratory tests. Not forecasts.

  • ASTM D3161, the fan-induced method: Class A = 60 mph, Class D = 90 mph, Class F = 110 mph.
  • ASTM D7158, the uplift force-versus-resistance method: Class D up to 116 mph, Class G up to 155 mph, Class H up to 194 mph — within D7158’s scope, Exposure B or C and a mean roof height of 60 feet or less; products outside that scope are tested to D3161.
  • The code accepts either. R905.2.4.1 wants a label showing D3161 or the D7158 classification; “the code requires D7158” overstates it.
  • FM 1-90 is not a wind speed. It is 90 pounds per square foot of uplift resistance, and does not convert to 90 mph.

A rating certifies a tested assembly: correct nail count, fasteners on the designated line, hand-sealing when it is too cold for the sealant. Installation is not a soft variable — it is the rating.

4. Architectural asphalt: the Piedmont default, and why

Modern fiberglass shingles are built to ASTM D3462: tear strength, fastener pull-through and composition. Architectural shingles laminate two or more layers instead of a 3-tab’s single layer, so they are heavier and more wind-tolerant. The dark streaks on Triangle roofs are Gloeocapsa magma, a blue-green algae; an AR (Algae Resistant) designation means the product carries the manufacturer’s algae-resistance technology — commonly copper-containing granules — and the product’s own documentation says which. It is a staining defense, not a structural upgrade.

Impact rating, and the hail case for it

UL 2218 is a laboratory test. Class 4, the top rating, means the tested covering showed no back-side fracture when a 2-inch steel ball was dropped from 20 feet. That is not the same as surviving 2-inch hail in a storm, where density, velocity, shape, wind and angle vary. On September 5, 2026, hail reached 2 inches in Johnston County, 1.75 inches in Granville County and 1.5 inches in Wake County, under Severe Thunderstorm Warnings; on July 8, 2026, Wake logged hail of 1.00 to 1.25 inches under four warnings.

Class 4 is about keeping the mat from fracturing, not avoiding cosmetic denting, and it may qualify a premium discount — that varies by carrier and policy.

5. Standing-seam and exposed-fastener metal in the Piedmont

Our metal roofing work in Raleigh turns on three things.

  • Attachment. Exposed-fastener panels are screwed through the face of the metal; thermal cycling works those holes oversize. Standing-seam panels hang on concealed clips or concealed fastening flanges, depending on the system, so the panel floats free of the fastener.
  • Thermal movement. Carolina heat moves metal; long panels expand more, so clip engineering and panel length are designed together or the panel oil-cans.
  • Substrate and coating. Substrate and underlayment requirements follow the specific metal system, the manufacturer’s instructions and the code-approved assembly; high-temperature underlayment is common under metal, not universal. SMP resists chalk and fade; PVDF resists UV longer. Panels are commonly 24- or 26-gauge; the selected panel’s specification governs.

Service life, and the usual worries

Manufacturer lifecycle data puts a standing-seam PVDF roof near 50 to 70 years, against 25 to 30 for a premium shingle. Per the Metal Construction Association: over a solid deck with normal attic insulation metal is generally not noticeably louder in rain than an asphalt roof; it does not attract lightning, and disperses a strike; reflective pigments send radiation back. On hail, ask for the tested UL 2218 class of the specific panel and assembly — impact performance is a product rating, not a property of metal.

6. Metal over shingles: when a layover is and is not the answer

Some metal manufacturers permit their panels over one existing layer of shingles, over furring strips or a separating underlayment that creates an air gap, keeping granules off the panel. Failing to follow those instructions may jeopardize or void the applicable coverage under the product’s current written terms. The bigger objection is diagnostic: a layover hides the deck, so rot or a leak stays sealed in.

How North Carolina frames a layover

  • R908.3 defines replacement as removal down to the deck, with up to 15% of the deck replaced not counted as structural work. Past 15% it is load-bearing work, which needs a permit at any cost under G.S. 160D-1110(c)(1).
  • G.S. 160D-1110(c)(5) is a double negative. It reads “The addition of roofing, excluding replacement.” Subsection (c)’s items knock out the state cost exemption, and replacement is excluded from that disqualifier, so a tear-off-and-replace is not disqualified by item (5).

That does not make a re-roof permit-free. G.S. 160D-1110(a) still requires every permit the NC State Building Code demands “and any other State or local laws”; (c) is a state cost threshold carved out of (a), not a local pass, and violating the section is a Class 1 misdemeanor. Your city or county is the authority; it belongs in any Raleigh roof replacement scope.

7. Below 2:12: this is not a shingle roof

Porches and additions create low-slope areas on steep Triangle houses. Asphalt shingles need 2:12 or steeper, so below that they are out. Metal is separate: a panel’s minimum slope comes from the system listing and the manufacturer’s instructions. Under the shingle minimum the answer is a low-slope system.   • TPO — ASTM D6878. Reflective single-ply, heat-welded seams; fails through adhesion loss, prep or heat aging.
  • PVC — heat-welded, better chemical and grease resistance; plasticizer migration embrittles it.
  • EPDM — rubber seamed with adhesive or tape; the adhesive ages faster than the rubber, so seams fail first.
  • Modified bitumen — multi-ply asphaltic, torched, cold-adhered or self-adhering; watch seam lifting, blistering and UV cracking.
  • Fluid-applied — a liquid coating that cures seamless; it fails over a damp substrate, wrong primer or under spec.

Each needs periodic seam and drainage inspection on its manufacturer’s schedule, with exposure setting the pace. Uplift is tested to UL 580, UL 1897 or FM 4470. No flat roof is truly flat: codes require positive slope to drain, because standing water accelerates breakdown and warranties address ponding. 8. Energy performance, honestly

The U.S. Department of Energy’s county climate-region guide places Wake County in Climate Zone 4A, mixed-humid: a real cooling season and a real heating season. The cool-roof case is strongest in cooling-dominated climates; the Triangle is only half of one.

Solar reflectance is how much radiation the surface bounces back; thermal emittance is how efficiently it releases what it absorbs. The Cool Roof Rating Council rates both; white TPO and PVC rate high on each, cutting commercial cooling load. On a residential Triangle roof, ventilation and insulation outrank the covering: a reflective roof does most for a poorly insulated attic. Reflective roofing can cut cooling load, but the saving varies with insulation, ventilation, assembly, building type and climate, and is often modest on a well-insulated Triangle home.

There is no federal tax credit for a 2026 roof

The federal Energy Efficient Home Improvement Credit (Section 25C) reaches only qualifying property placed in service on or before December 31, 2025, and no federal tax credit applies to a standard residential roof replacement in 2026. One boundary: Big Bear is not a solar installer. 9. Underlayment, drip edge and the details that decide the warranty

  • Underlayment. Felt is ASTM D226 (Type I #15, Type II #30) or ASTM D4869; synthetic is ASTM D6757.
  • Ice-and-water membrane at valleys and penetrations is best practice, distinct from the code-required ice barrier, which applies only in NC’s mountain Zones 5 and 6.
  • Ventilation is a warranty term. IRC R806.2 sets net free ventilating area at 1 square foot per 150 of attic, dropping to 1/300 only where the system is balanced: 40% to 50% of exhaust high within three feet of the ridge, the rest eave intake. Trapped superheated air bakes shingles from below; that damage is excluded.

Drip edge, and what “limited lifetime” means

North Carolina deleted the universal mandate from R905.2.8.5, so drip edge is required only where the selected roof-covering manufacturer’s installation instructions require it — which most premium shingle instructions do, and coverage often turns on it. Neither code-required nor unnecessary: check your product’s instructions.

“Lifetime” is limited-warranty language under a named tier. A GAF limited-lifetime warranty covers the original owner and may be transferred once to a qualifying new owner within the 20-year window, subject to the warranty’s transfer terms; material coverage is non-prorated for the tier’s initial period, prorated after, and varies by tier, property type and product. Big Bear is a GAF Master Elite contractor, which GAF’s 2026 guidelines call a group where “Only 2% of roofers in North America are invited.” Per gaf.com, Golden Pledge is Master Elite only and the only tier with 25 years of workmanship coverage (30 for Timberline UHDZ); Silver Pledge 10 years, System Plus none. WindProven runs 15 years with no maximum wind speed and no named-storm exclusion — but only with Timberline LayerLock shingles and four required GAF accessories: starter strips, roof deck protection, ridge cap shingles, and leak barrier or attic ventilation.

10. What actually changed in roofing recently

What moved, and when:

  • March 2025 — the 2024 NC code lost its date. Session Law 2025-2 tied it to State Fire Marshal certification of the statutory conditions plus twelve months; his March 31, 2025 letter says OSFM cannot predict when.
  • January 2022 — the 15% deck line took effect, defining the structural threshold on a re-roof; 25 percent remains an administrative convention.
  • December 2025 — the federal 25C credit closed for property placed in service after that date; no federal credit applies to a standard 2026 roof.
  • January 2025 — GAF tightened Master Elite with annual renewal requirements; tier terms above come from its 2026 guidelines, updated March 2, 2026.
  • September 2026 — fresh hail, the newest argument for a UL 2218 Class 4 shingle.

Frequently asked questions

Asphalt or metal for a Raleigh roof?

Different questions. Architectural asphalt is the Piedmont default and the better short-horizon value, roughly 25 to 30 years by manufacturer figures. Standing-seam metal costs more, and manufacturer lifecycle data puts it near 50 to 70. Planning to stay? Metal earns its premium.
