At what point is a roof beyond repair? When damage crosses a structural line, not a percentage. An isolated fractured mat, a patch of exposed asphalt, or one soft sheet of decking are usually repairs, depending on what the inspection turns up around them โ the same findings spread across slopes are a covering that failed as a system. South Carolina’s 2021 Residential Code separately bars recovering a soaked or two-layer roof, and South Carolina has no 25% rule. You’re standing in the yard the morning after a Lowcountry storm, looking at a roof that doesn’t look right. Some shingles are gone. A few are flipped up. There’s a stain on the bedroom ceiling. And the question you actually need answered is not “how bad does it look” โ it’s whether this roof can be legitimately repaired or whether it’s finished.
That’s a technical question with a technical answer. Wind damage is graded on what happened inside the shingle, decking is graded on whether it can still hold a nail, and the 2021 South Carolina Residential Code sets hard limits on what a re-roof is allowed to look like. Here’s how a Charleston, Berkeley, or Dorchester County roof gets sorted into one bucket or the other โ and which widely repeated “rule” doesn’t apply here at all.
1. The Damage Repairs Actually Fix: Lifted Tabs, Isolated Leaks, and Flashing
Wind doesn’t simply blow shingles off. It creates negative pressure โ uplift โ on the leeward slope and at sharp transitions like ridges and eaves, and it works the shingle system in stages:
- Seal-strip failure. The factory asphalt sealant bonding one tab to the shingle below loses its grip.
- Tab lift. With the seal broken, wind gets underneath and lifts the tab.
- Creasing. If the tab folds back past its flexible limit, a horizontal crease forms across the exposure.
- Mat fracture. The crease snaps the internal fiberglass mat โ the shingle’s skeleton โ and the damage becomes permanent.
The first two stages are usually repairable. A tab that lifted but never creased has an intact mat, and it can often be hand-sealed back down with asphalt roof cement (ASTM D4586) โ assuming an inspection confirms the mat is intact and the surrounding shingles aren’t too brittle or contaminated to take a seal. Missing shingles on one slope, a handful of face-nailed tabs, a torn pipe boot โ these are ordinary roof repair work.
Functional vs. Cosmetic โ the Distinction That Decides Everything
Roofing science splits damage into two categories, and the definitions matter. Per CASMA Technical Bulletin #14 (Canadian Asphalt Roofing Manufacturers’ Association, updated June 2019) โ the reference North American roof assessors lean on โ functional damage is any condition that causes a leak or measurably shortens the roof system’s expected service life. Cosmetic damage affects appearance only and leaves the weatherproofing intact.
That line runs straight through granule loss. A new roof sheds loose “hitchhiker” granules into the gutters; that’s normal and it’s cosmetic. Functional granule loss is different: storm impact or wind scouring strips granules until the black bitumen underneath is exposed. Under a Charleston UV index, bare asphalt dries, embrittles, and cracks โ so exposed asphalt is functional damage even when the shingle is still lying flat.
An Isolated Leak Is Often a Flashing Problem
A single ceiling stain near a chimney, sidewall, or plumbing vent frequently traces back to flashing rather than to the field of shingles โ and flashing is a repair item. The trap is that water travels laterally along rafters before it drops โ so the wet spot on your ceiling is rarely directly beneath the entry point. That’s why a stain gets chased with an inspection, not with a patch where the drip appeared.
2. At What Point Is a Roof Beyond Repair? Mat Fractures, Granule Loss, and Failed Decking
Three findings are what push a roof past the point of repair. None of them is a checkbox โ each is a question of extent and distribution, judged on the roof by someone who has walked it. Isolated versions of all three are repairable; it’s when they go wide that the answer changes. Deck condition, whether a compatible shingle is still available, the scope being proposed, the manufacturer’s installation instructions, and your local building official all bear on the final call.
1. Widespread Mat Fracture
Creasing is the visible stage; mat fracture is the one that counts. When a tab folds back past its limit, the fiberglass mat inside it can snap โ the same way a paperclip bent back and forth eventually breaks rather than bends โ and an inspector confirms the fracture rather than assuming it from the crease. A fractured shingle can no longer be relied on to resist uplift or shed water effectively, and nothing puts the mat back together. Isolated fractures are a repair: pull those shingles, install new ones. Fractured mats scattered across multiple slopes are something else โ a covering that failed as a system rather than in spots, whatever it looks like from the driveway. System failure is a replacement conversation.
2. Systemic Granule Loss
Localized granule loss that exposes the asphalt underneath is handled by replacing the affected shingles. Granule loss spread across whole slopes means the asphalt is being cooked in the open across the roof โ every one of those shingles is aging on a shortened clock, and replacing the worst forty of them doesn’t change the fate of the other four hundred.
3. Compromised Decking โ the One Most Homeowners Never See
The deck is the reason any of this holds together. Three conditions condemn it:
- Saturation and delamination. Plywood layers separate; OSB swells and disintegrates. Either way the panel has lost its structural capacity.
- Lost fastener withdrawal capacity. Wood that is rotted, saturated, or repeatedly nailed no longer grips. A shingle carrying the top wind classification is worth nothing if its nail pulls out of soft decking in a fraction of that wind.
- Inadequate thickness or span. The 2021 IRC sets minimums for roof sheathing, and it treats the two materials separately. Table R803.1 covers lumber sheathing, where rafters at 24 inches on center call for a 5/8-inch net thickness. Wood structural panels โ plywood and OSB โ fall under R803.2 instead: they must comply with PS 1 or PS 2 and carry a span rating matched to the framing they’re sitting on.
Here’s why this one escalates so fast: shingles can’t legally or safely be fastened to compromised wood. When a crew opens a “small” storm repair and finds soaked decking, the job stops being a patch. The covering comes off over the affected area and the deck gets dried out โ and any sheathing that turns out to be deteriorated, delaminated, structurally inadequate, or no longer able to hold a fastener has to be replaced to whichever provision governs it (R803.1 for lumber, R803.2 and its span ratings for plywood and OSB). Wet isn’t automatically ruined; ruined is what the crew has to find out. And because water runs sideways along the rafters, one visible ceiling stain routinely turns out to be sitting over a much wider field of rot. That’s the discovery that most often condemns an entire roof plane mid-project.
A Fourth Trigger: Patching a Roof the Coast Has Outgrown
If the existing roof is older, non-wind-rated 3-tab shingles, splicing modern high-wind shingles into it creates an assembly with two different capacities and two different nailing patterns. In a coastal wind zone that inconsistency is its own argument for full replacement rather than an extended patch.
3. What South Carolina’s Code Actually Says โ and the 25% Rule That Isn’t Ours
Since January 1, 2023, the South Carolina Building Codes Council (SC LLR) has enforced the 2021 South Carolina Residential Code โ the 2021 International Residential Code with South Carolina’s own amendments. Every roofing permit pulled in the state today falls under that edition.
Start with what these rules actually reach. Section R908 governs re-roofing โ covering an existing roof with a new layer, or replacing it. It does not set a threshold at which storm damage forces you to replace a whole roof, and it does not forbid swapping out damaged shingles. Where decking is unsound, it has to be replaced where it’s unsound; how far that scope runs is a matter of extent, the work being proposed, local permitting, and the building official. With that boundary drawn, two provisions matter.
Section R908.3.1 prohibits a roof recover โ laying a new layer over the existing one โ in several situations, including:
- Where the existing roof or covering is water-soaked, or has deteriorated to the point that it is not an adequate base for additional roofing.
- Where the existing covering is slate, clay, cement, or asbestos-cement tile.
- Where the roof already has two or more applications of any type of roof covering.
When a recover is off the table, Section R908.3’s roof replacement is what’s left โ removal of all existing coverings down to the bare deck. What that does, practically, is close the cheap door: when that roof’s time comes, there’s no third layer available, and the job is a full tear-off, priced accordingly.
South Carolina Does Not Have a 25% Rule
This is the single most common wrong answer circulating about South Carolina roofs: the claim that once more than 25% of a roof is damaged, the state requires a full replacement.
That rule is Florida’s, not South Carolina’s. It lives in the Florida Building Code, Existing Building, Section 706.1.1, which limits how much of a roof section may be repaired, replaced, or recovered within a 12-month period before the whole section must be brought up to current code. Florida has since narrowed its own application of it.
The 2021 South Carolina Residential Code contains no percentage-of-roof-area repair trigger for asphalt shingles. Here, what closes off a recover and forces a tear-off is the code’s own list: a roof that’s water-soaked or deteriorated past serving as a base, certain existing coverings, or a roof already carrying two layers โ not the share of the surface that got hit. If a contractor tells you “state code says 25%,” they are quoting the wrong state.
4. What a 2026 Coastal Replacement Includes That Your Old Roof Doesn’t
This is the engine behind everything in the next section. A roof installed here in 2026 is a different machine than one installed in 2010, and that gap is why identical-looking damage gets read so differently on the two.
The Wind Numbers Charleston Actually Designs To
Roof assemblies are engineered against the ASCE 7 wind maps that the residential code references, and coastal Charleston carries some of the highest ultimate design wind speeds on the East Coast โ roughly 130 to 150+ mph for standard Risk Category II homes, reaching the 140โ150 mph band on the barrier islands and the peninsula. Design wind speed is a site-specific number read off the adopted map for your address, and it eases as you move inland through Berkeley and Dorchester. Homes fronting open water can also land in Exposure D, ASCE 7’s category for flat, unobstructed terrain adjacent to open water โ the most demanding exposure on the board. Exposure is assigned by the standard’s rules for upwind terrain and fetch, not by how good the view is.
South Carolina also enforces a Wind-Borne Debris Region (WBDR): areas within one mile of the coastal mean high water line where the basic wind speed reaches 130 mph, plus all areas at 140 mph or higher regardless of distance from the water. Note what that definition keys on: a mapped wind speed and a measured distance from the water. Whether your address sits inside the boundary is a map question, not a county question โ coastal counties run a long way inland, and the same county line can hold property on both sides of the boundary. In the code itself, WBDR designation principally drives protection of glazed openings โ windows and doors โ rather than the roof assembly. It’s still worth knowing, because it’s the plainest signal of which wind band your address sits in.
What the Code-Compliant Assembly Requires Now
- Six nails, not four. High-wind zones require a six-nail pattern per shingle on the nail line, where four was the old standard. On steep slopes, tabs are hand-sealed with roof cement as well.
- A tighter deck. Deck fastening under the high-wind provisions is heavier than the old standard โ ring-shank nails on a closer schedule โ with the exact fastener and spacing set by the schedule that applies to your design wind speed, exposure, panel span, and framing.
- Underlayment โ and, where the assembly calls for it, a sealed deck. Underlayment is required over the deck, with the permitted type varying by slope and covering. Older roofs leaned on #15 or #30 asphalt-saturated felt. The voluntary IBHS FORTIFIED Roof standard goes a step further and calls for a qualifying sealed roof deck โ a secondary water barrier that helps keep water out of the house if the covering above it is lost. A fully adhered membrane is one way to comply; approved taped-seam and underlayment assemblies can also qualify. Coastal code doesn’t impose a fully adhered membrane at every address either โ whether your roof owes a sealed deck, and which assembly satisfies it, turns on the adopted code, your mapped wind conditions, the covering, and the manufacturer’s installation instructions.
- Edge metal that’s actually fastened. Drip edge is required at eaves and rakes, with underlayment lapped over it at the eaves and under it at the rakes. How that perimeter metal is fastened is what keeps an edge from lifting and unzipping the field in a high-wind event.
- A labeled wind class. IRC R905.2.4.1 requires shingles labeled to ASTM D3161 or to the ASTM D7158 classification in Table R905.2.4.1 โ the code accepts either method. Under D7158, Class D is rated to 116 mph, Class G to 155 mph, and Class H to 194 mph (ultimate design wind speed, ASCE 7-16 basis, Exposure B/C, buildings up to 60 feet). Under D3161, Class F is 110 mph. Most premium architectural shingles carry D3161 Class F plus D7158 Class H โ but that rating only holds if the shingle was installed to the high-wind pattern.
Not every item above applies to every address โ what your roof owes depends on your mapped design wind speed and exposure, the structural provisions in force, and the shingle manufacturer’s own installation instructions, which the code enforces alongside its own text. But the pattern holds: older assemblies were commonly four-nailed over felt, while a coastal roof built to today’s high-wind requirements is six-nailed, carries a wind-classified shingle, and โ where the assembly calls for it โ is sealed at the deck. Which one you have takes an inspection and your installation records to establish. You can’t read it off the install date: requirements varied with the mapped wind conditions, the product’s own instructions, and the code in force when the roof went on, and plenty of older roofs were built better than they had to be. When one assembly starts shedding tabs in a storm the other shrugs off, that’s usually the design gap showing, not bad luck.
5. Age Math: Why the Same Damage Reads Differently on a 6-Year and a 16-Year Roof
Building science tells you what the roof is. Arithmetic tells you whether repairing it makes sense.
Service Life in a Hot-Humid Coastal Climate
The Lowcountry is a hot, humid, high-UV, salt-laden place to put a roof. Severe sun exposure, airborne chlorides off the water, and the thermal shock of a 95-degree afternoon meeting a summer downpour all age asphalt faster than a national brochure assumes.
The most-cited baseline is the NAHB / Bank of America Home Equity “Study of Life Expectancy of Home Components,” published February 2007, which puts the average life of an asphalt shingle roof at 20 years. Adjusted for hot-humid coastal conditions, the working industry ranges are:
- 3-tab asphalt: 15โ20 years, and often closer to 12โ18 in shaded or high-moisture coastal settings.
- Architectural asphalt: 20โ25 years.
- Standing-seam metal: 40โ60+ years with a corrosion-resistant PVDF (Kynar) finish โ which is why the metal-roof lifespan question plays out so differently near the water.
The Warranty Won’t Save an Old Roof
Two things surprise homeowners here. First, a manufacturer’s material warranty is written primarily around manufacturing defects. Some shingle warranties do add a separate, limited wind or blow-off provision โ but it applies only when the product, the accessory components, the installation, the registration, and the warranty’s own time limits all meet its conditions. Hail and ordinary weathering are generally excluded unless the certificate expressly covers them. Which is the practical point: a storm claim is your insurer’s job, not the shingle maker’s. Second, most of these warranties prorate: after an initial non-prorated window, the payout drops to a fraction of the original material cost, set by the years elapsed against the warranty term. How steeply, and what’s covered, varies sharply โ by manufacturer, product, registration, ownership, and warranty tier. Enhanced tiers available only through credentialed installers can hold non-prorated material coverage much longer and may add tear-off, disposal, or workmanship coverage; a basic, unregistered material warranty on an aging roof typically has far less behind it than its headline number suggests. Before you count on yours, read the actual certificate โ the tier and the registration status are what decide.
The Repair-to-Remaining-Life Test
One useful rule of thumb โ a decision aid, not a code requirement โ is to compare estimated repair cost รท full replacement cost against remaining life รท expected life.
A roof with a 20-year expectation that’s 15 years old has about 25% of its life left. If the repair costs materially more than about 25% of what a replacement costs, the math is working against you: you’re buying a fraction of a roof for much of the price of a whole one. Treat it as a sanity check rather than a verdict โ how long the repair will actually hold, how long you plan to own the house, what’s left of the warranty, and what the inspection turned up all belong in the same decision.
Now run the same storm across two roofs:
- The 6-year roof. The shingle line is probably still in production, the mats are still flexible, and roughly 70% of the roof’s service life is ahead of it. A repair buys real years, so the math leans repair.
- The 16-year roof. The line may be discontinued, the surrounding shingles can be brittle enough that the repair itself cracks neighbors, any material warranty may have entered its prorated tail depending on the tier, and you’re spending to protect a handful of remaining years. The math leans replace.
Age doesn’t decide this by itself โ the inspection findings, how far the damage runs, the deck underneath, whether a compatible shingle still exists, and what your warranty actually says all sit in the same equation. But it’s the honest reason two Charleston neighbors with matching storm damage can get different, and equally correct, recommendations.
6. Storm-Season Decisions: Documentation, Matching, and Where Insurance Actually Fits
The burden of proof sits with the property owner. Objective, dated documentation is what turns “my roof looks bad” into a record of what a specific storm did to a specific roof.
The Documentation Protocol
- Pull the official weather record. Don’t rely on memory or a news clip. Search NOAA / National Weather Service Storm Events Database (ncei.noaa.gov/stormevents) by county โ Charleston, Berkeley, Dorchester โ and date range, and export the record showing the wind gusts or hail size logged near you. That record corroborates that a damaging event reached your area on a given date; proving what it did to your roof is the job of the photographs in Step 2.
- Get test-square photographs. A photo of the whole roof from the driveway proves nothing. The industry method is a marked 10-foot by 10-foot square (100 square feet) on every directional slope, with individual mat fractures, lifted tabs, and hail bruises photographed inside the boundary. Every close-up needs a scale reference โ a coin or tape measure laid beside the damage.
- Capture the collateral indicators. Dented soft-metal roof vents, spatter marks on HVAC fins, damaged gutters, and granule piles at the downspout outlets all corroborate the roof findings.
- Get a written inspection report, not a price. “$12,000 to replace roof” documents nothing. Ask for a formal report on contractor letterhead with specific findings โ “south-facing slope, 15 torn tabs exhibiting mat fracture” โ plus severity and probable cause.

Matching: the Part Nobody Warns You About
When one slope is damaged, matching new shingles to old is harder than it sounds:
- Discontinued lines. Manufacturers retire profiles and color blends regularly. If yours is gone, a match is physically impossible.
- Color-lot variation. Even a shingle still in production is made in batches. One pressed in 2026 will not match one pressed in 2018.
- Warranty effect. Manufacturer system warranties are written around complete, qualifying systems โ enhanced coverage generally depends on using that manufacturer’s specified components throughout. Patching a slope with non-qualifying or mismatched material can affect coverage on the affected work, so ask your contractor to confirm the current warranty terms in writing before a partial repair.
And to answer the question directly: South Carolina has no matching statute. There is no state law compelling an insurer to fund a full replacement purely so the roof looks uniform. Whether undamaged slopes get replaced comes down to the specific language in your policy โ “like kind and quality” clauses and the rest โ and is handled case by case. Any contractor telling you “state law requires matching” is telling you something South Carolina law does not say.
What a South Carolina Roofer May and May Not Do
South Carolina draws a hard line between building roofs and handling claims, and it’s written into S.C. Code ยง 40-59-25:
- No deductible rebating. The statute states that a builder or contractor “shall not advertise or promise to pay or rebate all or any portion of any insurance deductible as an inducement to the sale of goods or services.” Doing it โ by inflating an invoice, discounting labor, or trading a rebate for a yard sign โ is a misdemeanor in South Carolina and grounds to suspend or revoke the license.
- No claim negotiation. The same section bars a roofing contractor from representing or negotiating โ or offering or advertising to represent or negotiate โ on an owner’s behalf on any insurance claim connected to repairing or replacing a roof. In South Carolina, only the homeowner, a licensed attorney, or a licensed public insurance adjuster may negotiate a claim’s merits. A contractor may inspect the roof and hand the owner their written technical findings; that’s where the line sits.
- Your five-day cancellation right. The same statute lets a homeowner cancel a roofing contract before midnight of the fifth business day after receiving the insurer’s written notice that the loss is not covered. The cancellation must be in writing, and no fee is owed except for genuine emergency work already performed.

Physically, matching is often impossible anyway โ shingle lines get discontinued, and color lots drift year to year.
Can my roofer negotiate my insurance claim for me? No โ S.C. Code ยง 40-59-25 prohibits it, along with paying or rebating any part of your deductible. A South Carolina contractor may inspect your roof, document what they find, and share those technical findings with you. Negotiating the claim itself is limited to you, a licensed attorney, or a licensed public adjuster.
My roof is 16 years old and only one slope was damaged. Repair or replace? Run the ratio as a sanity check. With an expected life around 20 years, a 16-year-old roof has roughly 20% of its service life left โ so a repair costing much more than about a fifth of a replacement is buying very little runway. Brittle neighboring shingles and discontinued colors usually push the decision further toward replacement. It’s still a judgment made on the roof: the deck condition, how far the damage actually runs, and whether a compatible shingle exists decide it, not the birthday.
