Inside the city limits permits come from City of Greensboro Development Services; outside them, Guilford County Planning and Development. North Carolina’s permit statute, G.S. § 160D-1110, exempts some code-compliant work costing $40,000 or less in a single-family home, but it carries carve-outs — structural work among them — and it never displaces a permit the city or county requires under the building code or another law. Under R908.3 of the 2018 NC Residential Code, amended effective January 1, 2022, replacing up to 15% of the total existing roof deck “shall not be considered structural work”; past 15% it is structural, and a permit is required whatever the job costs. What the code says about wind and drip edge

North Carolina enforces the 2018 NC Residential Code; the 2024 edition takes effect twelve months after the State Fire Marshal certifies the statutory conditions, and no calendar date has been published. Inland Piedmont design winds are far below the coast’s, so the anchor is the code’s labeling rule: shingles carry an ASTM D3161 label (Class F = 110 mph, fan method) or an ASTM D7158 label (Classes D, G and H = 116, 155 and 194 mph ultimate design wind speed), and the code accepts either.

Drip edge is the local trap. North Carolina deleted the model code’s R905.2.8.5 and replaced it with “not required unless required by the roof covering manufacturer installation instructions”.
